Sorry. I have understated the situation significantly. The NPV is for is the value for the 15% ONLY. This doesnt mean that they cant step things up once the first 2 phases underway PLUS the cashflow predicts 100mil in the bank in 3 years which means they will have plenty of funds to step up expansion without any debt needed.
