However I would suspect it is 'under' the 80,000 because otherwise they would of reported it as over 80,000 subscribers or just 80,000 subscribers they have never done the ~ for previous MTN subscriber numbers so to me I am reading it as they haven't achieved the 80,000 number just yet given past announcements and they would of said 'over' or just 80,000 subs (flat).
