    Of course they are partly responsible, they make the decisions and the buck stops with them whether failed or successful. The point is exploration is just that, there are no guarantees. If you don't believe in management's skill or professionalism whatsoever and were always sceptical about their plan to drill in 'empty artisanal pits' for me it begs the question, why are you invested?
