Nah anyone can, Instos and brokers are the only ones that can place sales at those intervals.
But retail will buy first on offer.
I.e. if you place a buy @.008 and an insto or broker has a sell at 0.0075 that will fill first.
Also works the other way were if you were to place a sell 0.007 and a broker had a buy at .0075 then you will get .0075.
