Reaming is where you go back over an already drilled section of hole with the pumps on and bit rotating. Its pretty much the same process you'd go through while drilling a hole in a piece of wood....you drill the hole and then run the drill through the hole a few times to clean up the hole.
Wiping is the process of moving the string in or out of the hole but without rotation or pumps.
Reaming comes in two flavours - normal reaming down and back reaming where you ream as you pull back the string. Reaming is commonly done during drilling at each connection.
In this case any sharp bends (dog legs) in the hole are being reamed to minimise risk of wireline tools hanging up at these points.
