Not disagreeing with the definition but like any definition it doesn't fit every situation.

Normally the definition would be applied to a well where they were able to run a WFT tool and it functioned correctly but no samples were obtained because of tight permeability. Alternately a well where other logs indicated that likelihood of obtaining pressures and samples with a WFT had a low chance of being successful.

I don't see much point in a prolonged argument on the matter....happy for you to call Mukuyu-1 a duster. I'm treating it as something else.
