The report tells us the 17-1/2" hole section has been drilled and cased and BOPs were rigged up and successfully tested.
BOP rig up and testing is a common source of issues...sometimes major. I've lost count of the days I've spent twiddling my thumbs while we waited for parts for a BOP. I was even on one job where at the last minute they realized that the BOP wasn't rated for the pressures they expected to encounter in the well.
