I should have clarified since TD....
When new hole is drilled, there is an initial "spurt" loss into the formation before a filter cake is built up, after which fluid loss is controlled by the filter cake. In cases where there are fractures and/or high permeability streaks where the mud properties don't allow a filter cake to build (loss circulation), LCM materials are required to slow down the fluid loss to allow a filter cake to build.
