I'm not sure that is the case. ROP depends on many factors.....eg. geology and BHA. IVZ are drilling with downhole motors. These days alot of directional work is done using rotary steerable assemblies.....much faster than a motor assembly.
Note that the "ROP" for the IVZ sidetrack is not actual drilling ROP...it's based on two announcements so includes a whole bunch of non drilling time.
They may have been slowed down by any number of things....eg having to slide more than expected to correct hole deviation, having to slow ROP to get good real time LWD log data, having trouble pumping up surveys..and the list goes on.
