My reading of the commentary....you could deduce that IVZ might be trying to tap the banks for some "bridging" debt finance to cover the 6" extension and flow tests...
the CR or other more substantial fund-raising could then come after the results of those tests help put a better value on equity, and allow enough reserves to be booked to enable a funding arrangement around future production. Any oil legs will be critical for the latter
