It only leads to fracking if equipment, chemical, expertise and money is available. Frac spreads are specalized equipment not standard equipment on drilling rigs. An expert needs to be available to design the program (select the proppant, determine number of stages etc) it doesn’t just happen unless planned for and is likely to be very difficult to do successfully in a new basin.
