I think PDI provided the following to the Minister, hence the government signed these following documentations so I don't think the ESG will be an issue. In particular, there has been recent precedence were the Guinea government has actually moved the conservation zone to another area for mining development so I can't see why they won't exclude the edge of the outer buffer zone 2 especially given how big this deposit is.

By law the Guinea government will get 15% ownership of the mine so if they ask for more this will reflect very poorly on future investment from small mining companies and these are investment by numbers which give the government the best chance of finding these big deposit.
