Shine might have been too greedy in their estimate for the J&J and Boston administration costs. The cost of that greed seems to be that they will have about a 1 in 20 shot in getting the administration work through a tender process. And you can bet that there will be some companies willing to do the administration for much tighter margins than Shine is proposing. I am certainly not counting on Shine getting any of this administration work, and I hope that Shine are not counting on any of it either.
