The way this thing is going I suspected there could be other motives. If it is funds, they could have it raise. They don't appear to want to move or advance, knowing in the long run, what is in the ground will appreciate. Are they waiting for someone to joint venture so that they will take a back seat and enjoyed the fruits, not having to worry or a bid to take the project out of their hands? It certainly looks that way.
