The only government backing is Renascor and it's for the debt facility.
Lincoln don't have what it takes to be a major REE player in anything, at least not on current metrics.
You seem like a glass half full guy but it's gotta be half full of something with substance. They need funds and all the historical 'we might have REEEE!!!' is an attempt to get the SP moving before the funds are needed.
