No…..it just means they’re outstanding - ie: haven’t got them.
Whether they are outstanding because they haven’t been ordered or haven’t arrived….or of course both, isn’t determined or clear by the use of that word.
People may want to imply or assume things about what the word means….but that’s another thing altogether.
TBH DB - actually and unfortunately if you are wanting to be a bit ambiguous, that’s the word you’d use…..not that I am suggesting they are trying to be, possibly an unfortunate word to use.
