My point is they are not likely to order some of the long lead items that probably have to come from another country which takes months. That makes zero sense.
What does make sense is they order long leads they need now and obtain those that are outstanding after Ppsa is signed.
It would be beyond idiotic to wait for Ppsa to be executed and not have ALL the long leads ready to go or at the very least close at hand.
