All ASX listed companies have ridiculous remuneration at the top level. Even for small companies. It's the way the voting works. It's like a Russian election where it's completely 'democratic' but they hold a large portion of votes and many don't vote at all, so they get their 'proxy votes'. This means anything put forward, including remuneration, is pretty much a facade. They basically choose their own pay and remuneration, and let's face it, they often put themselves first.
