    Employers pay between %50-100 of the cost of the REC. They then can use the REC to offset their own emissions.. Employees get wholesale prices from green energy. Employers have incentive to pay the whole amount.
    Higher polluting companies can now offset their carbon emissions and help environment instead of just buying recs from market and not actually helping environment.
    Itsa win win.
