In a nutshell BMI can't distinguish between fat and muscle. Muscle weighs much more than fat, people who are exercising are building muscle and losing fat and often people will gain weight as they are getting fitter. Body measurements are really the only way to track progress for most people’s goals and this is only now beginning to be understood in the mainstream.
