The tier 1 ratio is 8.31% which is pretty strong. My take on the comment on raising capital is that they will do it if bad debts require it or loan growth starts to drive capital ratios down i.e. it is a "maybe" rather than a "will"
The dividend underwriting and tier 1 hybrid issuance will cause the tier 1 ratio to increase above the 8.31% in the short term
