Perhaps they have a tenement that just crosses a boundary?

KLL are clearly northern Australia. RWD and AMN are clearly northern Australia and aim to build roads that will be of benefit to the wider community.
APC as a Goldfields project has made much of its relatively superior location and clearly stated its location within Laverton.
