if a license is relinquished it should be opened for bids from any party in the next round of licensing
the government will then decide on what they feel is the strongest bid for license commitment (i.e. seismic commitments, # of explorations wells)
the bidder will also be considered as part of the process
my view is this doesn't help PCL. yes they have been there a long time but if faced with a choice between PCL and CNOOC as an example. the smart decision would be selecting the party that can and will get things done quick. PCL is not the winner in the race
