They're handing back pel37 because the company they are partnering with is blocking any sort of work done and altering the structure of the agreement without I'm guessing buying them out after their first failed drill.
Pcl wants to hand it back and apply to get it reissued just in their name with a fresh license term to be able to work on it.
Pel 87 on the other hand they would be working on an extension
