This is good news of course, but this is not something that will have caused any delays to an offer from a major. An offer can simply include this as a Condition Precedent to completion of the farmin transaction. Note that we are also yet to see an offer for a farmin or sale of any of our neighbours, so I wouldn't get hung up on the timing just yet. Plenty of time.
FYI - the Petroleum Commissioner recently had a baby which is part of the reason for the delay in formal approval as she plays a role in the process.
