In my view, formal Namibian Ministry Sign Off On the PEL 87 Licence Extension, is a "must have" item that a potential farminee would require before being able to progress to a formal offer. Formal government Licence Extension approval removes this key risk / uncertainty.
I also believe, that the Namibian Ministry would unlikely approve this extension, without PCL assuring them that farmout negotiations are progressing favourably.
