Seasonal variations in Chinese production, as mentioned by @CaptainBarnacles, are real, and do not happen just at the whim of the "communist party overlords". Some Chinese graphite mines operate year-round, but the bulk of the production comes from Heilongjiang Province, which is in the far north, on the edge of Siberia. In winter, temperatures are often below -20C, and the ground (including the open-cut mines) is covered in deep snow. Mining is simply not practicable in those circumstances.
