You would tip money into them to be able to increase tonnages.
It would be a fairly simple cost benefit calculation to see whether it would be beneficial.
It would also show the local community that a mining company is supporting the area by investing in infrastructure, hence increasing the positive profile of the operations (assuming the public use the road).
