    If the first TO offer is at what some think is reasonable then you have had your opportunity to get near the mark ie.$2.08 but as jm3767 pointed out... if the first offer is $2.10 what might the second offer be?

    BOD for whatever reason, early retirement possibly, have sold investors out.
