Don't write off Asia as the initial options were to sophisticated Asian investors and their contacts, a fair incentive was offer to access this market and it may well be that they don't need to go back and are simply waiting for phase 3 validation before entering into any MOU, Its a huge market to ignore . Always expect the unexpected as we found out today.
