I think it's par for the course with many new and small LICs run by managers that aren't widely known.
NCC traded at a significant discount until continued strong performance (ACQ well-placed for this I think) and high dividend payouts (ACQ wasn't envisaged as a high yielding vehicle) helped close up the gap.
Other small cap LICs such as OZG, 8EC, BST, and GC1 also have significant discounts. Others certainly used to as well.
