I hear you CB but what makes me hopeful here is that NETs revenue and existing lines of credit give it tonnes of runway for business-as-usual activities. They don't NEED this facility unless the upside makes it well worth it. Remember NETs management hurt with dilution too.
I think the IoT labs are a smart move but they are a slow burn. Governments are increasingly concerned about the origin and sovereignty of software, especially security software. The unwinding of globalisation and a trend to in-sourcing means a local presence, a local product team and local code-base that can evolve at the discretion of the host nation is critical. I acknowledge the efficacy of this approach is hotly debated here but I'm a believer.
