I'm not so sure.
The SP has been manipulated downwards (over the past couple of years) more than any stock I've closely observed. It could be the reason was to have it set at a (modest) level in order to raise the capital that was always going to be needed.
If that was the case, then that reason is no longer relevant and it would seem to be in most (substantial) investor's interests that the hand-cuffs are removed.
Agreed - it's hard to see a breakout occurring without substantial news and none is anticipated.
However, the almost certainty that a phase 3 trial will get the nod from the FDA, which will lead to some sort of partnering / licensing deal (to me) indicates that the target price of 8.8c is achievable in the next 3 months.
