I'm not so sure it's retail....I suspect that a decent share of their sales is from police departments, and again I suspect that the different police departments (or the buyers for each) must be talking to each other to get the most suitable equipment. HCL must be attending quite a few trade shows to demonstrate their product so I think its less an ecommerce business (although I'm sure there is some of that), and more a business built on reputation.
Where I think the XTclave is slightly different is that it allows them to form the vests (I'm sure other equipment as well) into different shapes which then allows them to have a more suitable product for women (and/or perhaps even different body shapes). XTcave as I understand produces stronger and lighter equipment, so what they are selling now is probably just the standard products
