Hi Joey,
I don't agree with this. The proceedings are complete - it recommended granting of the licences.
If the licences are granted, then ill tell you NHC will start digging the very next day if they can.
Other parties may commence proceedings after we get the licence, and thats fine - NHC can legally mine with the licences and won't stop unless a court orders them to.
