Don't think the Rubidium will be for batteries. It's structure at the atomic level don't really make it suitable for that use.
Rubidium has only been brought to the spotlight in the last few years because of advances in perovskite solar cell tech IMO. It's a key ingredient to push it's efficiency beyond 30% so if someone decides to mass produce these new solar panels it will need a lot of rubidium.
