By your calculations the prior interest rate must have been less than zero.
the change is the difference between old interest rate (9.5%) and the now one.
this hopefully will reduce the fines from regulators as if they punish star too much they risk becoming an unsecured creditor and get nothing as well as the government having to pay out employees entitlements, lost gst and gaming taxes.
this new environment has placed government in the same shoes as shareholders only the media will blame them for job losses etc if this falls over.
