Optimistic because there are assets that can be encumbered or sold. Optimistic because there is a business with big revenues, while lately not as profitable as we might like, can be optimised. Unlike say a software company or minerals explorer, there are valuable hard property assets here.
The situation is just like how a bank can lend against a house or new car purchase, even if you just lost your job, because there are assets there, and the loan is to enable you get through a rough patch to a new job/revenue.
We may see some asset sales, and cost cutting measures announced soon.
The no executive bonuses condition of the QLD government is reasonable.
