There is accumulation going on, it is just not on market accumulation.

If I were to guess why the sell stack has effectively halved over the course of a couple of days, is that sell bids were placed in an effort to dampen demand sentiment keeping the SP low so that the next raising in the effort to purchase and bring the MS project into production was at a cheaper price for the sophisticated investors. IMO the SP is about at around a 50% discount to where it should be on a peer basis, which is also echoed by the recent report.
