This stinks to high heaven, particularly the REE values in the last table. It looks like there has been an intentional effort to mislead by changing ppb values to ppm (a thousand fold increase) in the Dy and La columns. This is obvious from the fact that there is both ppm and ppb values for Ce. Due to their similar ionic radii and charge, there is never going to be a geological situation where a sample returns 4.189 ppm Ce and 1616.5 ppm La (just taking the top row as an example) unless a) the sample has been spiked with La OR b) the header has been changed from ppb to ppm.
At best this is gross negligence, at worst its a deliberate attempt to mislead shareholders.
