While you are correct in that the mine entrance is required to located on a granted Mining Licence, which also is required to have a valid Work Plan and Rehabilitation Bond. ANY underground workings from the mine entrance are also required to be located (or are constrained) to the surface area of the Mining Licence. Mining and extraction can only be completed from a valid Mining Licence.

The requirements of obtaining a Mining Licence in Victoria have become more complicated, and to apply for a MIN requires the applicant to display that a Mineral Reserve is within the application area of the Mining Licence
