23/05 was always indicative, not as gospel, provided that rig is still on ground and setup on 22/05. Also it's 10.40pm Thursday in Peru right now, so they could still come through with the water permit during their Friday office hours, but this would be well past ICG being able to put out an announcement before the weekend here.
ICG know the delays are weighing in on short term SP fluctuations, and it's of my opinion that they made the release earlier in the week to aid in putting a pause on any further SP decline in case the permit would/could not be released on the ASX prior to today. IMO, we'll see a pre-open announcement on Monday with water permit received and drill having hit dirt over the weekend.
