The way I see it, quite possibly a Force Majeure Provision might be called if the Peruvian government can’t process permits with in timelines due to the pandemic. Given a virus is an act of god and all permits are held in good stead then this provision could be used. It’s a last resort but used in times where future works can’t be done due to circumstances beyond ones control.
I might be wrong and I hope to be. Im an overly optimistic type of person so I wouldn’t coin such terms unless it seems likely.
