So why do they have those DRC mining codes and laws if they "don't" have to follow those laws or codes? And if that were true, then AVZ would have lost by now and the Chinese would be mining this by now.

I know the country is a crap show, but they still have there laws and codes to live by, plenty of big mining mobs in the DRC wouldn't be there without there being paper to sign for legality.
