Classic stalling tactics by the Chinese but I'm now wondering what they are going to do with the time they have brought themselves, they have bought themselves some breathing space but the elections are in Dec 2023, right? So maybe the idea is to stall out until a new local or national government is elected and either negotiate it or brown paper bag it from there.

Would be interested to see how the Jin Cheng/Zjin legal team got this extension at the ICC? Is it published anywhere?
