The delay was due to Zijin asking the courts for an extension.
Unfortunately, it makes AVZ look like they are the bad guy by suing everyone else and while they have done the work on this asset at the end of the day China has put billions into the country to have a lot of control and the other parties are Congolese so political clout matters. You do not become one of the poorest countries with one of the highest resource endowments by being a just and well run country.
Who knows what will happen and what was the right course of acton to take. There probably wasn't one on offer as it's hard to apply rational thinking to chaos and greed.
