My guess is they don't want to release internal targets.
"Along with several other recent smaller contract wins, this opportunity will underwrite approximately 40% of Urgent’s new business budget for the 2017 fiscal year."
Instead, they just quote that they've achieved 40% of their target for the year.
I haven't seen any figures in the Annual Report that state their targets, so this is all we'll get it seems.
