My guess: it was agreed some time ago and was probably a contingent part of the deal for the new board members to sign on. The vanilla (albeit positivist) comments in the announcement today is probably as much as can be said without compromising the confidentiality of commercial negotiations/forays already underway with potential partners. My reading of the tea leaves suggest that the actions till date all indicate something large is coming and this is project is less about a chemistry debate, and more about REE supply chain and scale.
