I think there is alot to consider. Obviously the political aspect is significant. Having the governor of New York make an official announcement for hundreds of jobs in a community that is desperate for it....would be pretty devastating for IM3 to just decide to go elsewhere after all the publicity. Also has been promoted as "Made in NY" and that has been a major factor with all testing, development and majority of business partners based in upstate NY.
Another thing to consider is the 1GWh of offtakes are from 2019. Timing of the factory is significant and moving to South Carolina and commencing production for customers who are not yet ready to receive the product would not be good. The cash flow particularly will not look good with operating costs and very small amount of sales revenue (most likely). Timing of cash flows is key.
