The managing directors of Graphex & Kibaran say the ban does not apply to graphite (in fact Spinks explicitly says "The concentrate ban does not apply to graphite, as natural flake graphite is a final product and there are no other minerals of value or interest in the concentrate"), but some people seem to be in a Bill Murray type Groundhog Day movie situation and keep on revisiting this point for some reason.
